PEN RULES
- Numbers will be posted on each pen. Numbers will be
provided by Upton County Precinct 1 Commissioner Brent
Wrinkle
- Lock (combination style) will be provided by owner of
animal.
- For the horse pens: the number of pen, combination of lock,
and phone number will be given to the Commissioner. The
County Agent and the Commissioner will have the combination of
lock, pen number, and phone numbers for the pens used for Upton
County 4-H projects.
- List will be made by Commissioner on a first come first serve
basis. If you want a pen it must be brought up to the
Commissioner and the name will be put on the list.
- 1 pen per family. For example: if a pen comes available
pen can be taken if your name next on the list. Also if
there are enough pens to go around it might come back to
you. In other words you can have a maximum of 2 pens if
everyone on the list has a pen.
- If a horse pen becomes unoccupied for more than 7 days the
pen will go to the next person on the list: unless the occupant
of the pen comes in front of the committee to explain his or her
dilemma and is granted permission to let the pen be unoccupied by
a majority of the committee and the Commissioner.
- Horse stalls must be kept clean and neat. If committee
member or commissioner has to talk to you about getting pen
cleaned up you will have 14 days to get clean or you will forfeit
your pen to another person.
- No unattended horses inside park area. It is okay to
let then out in the arena if all gates are closed, and the owner
is in the park area and no one is using the arena. The
owner of the animal takes full responsibility. If an
individual or group wants to use the arena the unattended animal
must be removed immediately.
- No horses on the airstrip. (No Exceptions).
- Health Papers. Every horse owner in on their own and
must have them NO EXCEPTIONS. This is not our rule it is
STATE LAW.
- In order for the Upton County Horse Pen Committee to vote on
an issue there must be notification to all members with proper
notice and there must be 3 of the 5 members there to vote on an
encouraged to attend. Changes will come through
recommendations of the committee (or Commissioner) and the
approval of the Commissioner.
